Curriculum

Cesar Pereira C.Arb FCiarb is an arbitrator, counsel and legal expert specialised in disputes involving infrastructure projects, regulated industries, public procurement, energy and international sales of goods (CISG). He is a senior partner at Justen, Pereira, Oliveira & Talamini (São Paulo, Brazil), where he co-heads the firm’s infrastructure and arbitration practices and has worked since 1990. 

He sits as an arbitrator and acts as counsel or expert witness in domestic and international proceedings, including cases under the AAA/ICDR, ICC, CAM-CCBC and CAMARB rules, totalling more than sixty arbitrations. He acts in multiple jurisdictions and works in English, Portuguese, and Spanish.

Pereira is a Chartered Arbitrator and Fellow of the Chartered Institute of Arbitrators (Ciarb). He was Deputy President of Ciarb in 2025 and is President of Ciarb for 2026. He was also the first chairperson of the Ciarb Brazil Branch (2019–2022), joined the Ciarb Approved Faculty List in 2015 as a course director, and obtained Ciarb Chartered Arbitrator status in 2022.

His academic work includes more than 100 publications (articles, book chapters, and books) focused on international arbitration, infrastructure, international contracts, and public policy. He holds a Ph.D. and an LL.M. in public law from PUC-SP (Brazil), and has been a visiting scholar at Columbia University (international and investment arbitration), the University of Nottingham (international public procurement), the George Washington University (government procurement law), and the European University Institute (international government purchases and sales).

He is a Fellow of the University of Nottingham’s Public Procurement Research Group (PPRG) and serves on the editorial board of the Public Procurement Law Review. In 2022, he was appointed by the CISG Advisory Council as rapporteur for its forthcoming Opinion on the application of the CISG to government contracts. He also serves on the Court of the Lusaka International Arbitration Centre (2025–2028) and sits on the Board of Directors of the Vis East Moot Foundation (Hong Kong).
